The Environmental, Health and Safety Specialist will be responsible for technical work in a wide range of environmental and safety disciplines to achieve compliance with federal and state regulatory requirements and with NRG policies. This EH&S Specialist will contribute to the development and effective implementation of strategy, programs, systems, and processes that ensure compliance with all applicable environmental laws, permits and regulations as well as corporate environmental policies, goals, targets, and compliance programs. This includes compiling required samples and data, filing necessary reports, coordinating necessary testing, and recommending appropriate actions to ensure continued compliance with environmental rules and regulations. Other activities include providing support for air quality and compliance activities, including compliance certifications and audits. Working with plant management, the role shall participate in developing and implementing environmental projects critical to Station success, and other special projects as needed.
Essential Duties / Responsibilities:
Reviews, interprets and advises management on environmental and safety compliance or environmental and safety policy matters.
Provide support to Cottonwood Generating Station and NRG facilities in a safety conscious and compliant manner; actively support Safety over Production.
Preparation and submittal, as required, of air emission, wastewater discharge and other relevant reports and documents that support compliant power generation at the Cottonwood Generating Station (a gas-fired electric generation facility).
Develop and provide necessary training of plant personnel so that all facility employees have the knowledge and skills necessary to comply with environmental regulations and policies. Training should emphasize Environmental Compliance over Production.
Coordinate and/or participate in the collection, review, and submittal of data to support environmental reporting programs. Expertise with Continuous Emissions Monitoring Systems (CEMS) related data and regulatory programs desirable.
Coordinate all aspects of testing programs: Regulatory agency notifications, direct test contractors, communicate requirements to on-site personnel, evaluate test results, data and procedures for compliance with applicable environmental requirements.
Reviews plant procedures and make recommendations for updates according to laws, regulations, and good power plant practices and standards.
Investigates safety and environmental incidents as necessary, maintain the data bases and does reporting.
Recommends improvements in processes, design, procedures, and operation of equipment, to minimize the risk, unsafe or hazardous conditions.
Develops and conducts employee training, emergency preparedness and quality assurance programs.
Prepares and maintains safety and environmental documents and records.
Implements safety and environmental programs and initiatives.
Communicates requirements to plant employees and contractors.
Ensures that environmental permit requirements are met, including monitoring, testing, reporting, record keeping and fee payments
Coordinates the timely modification or renewal of all permits.
Manage regulatory required plans including the Hazardous Materials Release Reporting and Inventory Plans, Risk Management Plans, SPCC.
Serves as plant liaison with regulatory agencies (in coordination with corporate support services) regarding plant compliance matters.
Supports plant environmental and safety emergency response as required

Bachelor s Degree, preferably in Environmental Services, Engineering or Science and 4 years experience.
solid, working knowledge of Safety and Environmental regulations at state, federal, and local level; understands safety and environmental, concepts, practices, standards and regulations.
Capable professional with understanding of job and awareness of company and industry practices.
Preference will be given to candidates with stack emission and industrial wastes discharge permit experience.
Experience developing and implementing Title V compliance programs or experience with air quality compliance issues preferred.
Project management skills are a plus.
Additional Knowledge, Skills and Abilities:
Self-motivated and self-directed to work independently with minimal supervision, yet able to work as a team.
Ability to obtain drinking water license and TCEQ Wastewater Class D Operator license.
Possess or ability to obtain Visible Emissions Observer certification.
Knowledge of power plant systems and operations and comprehensive knowledge in the area of responsibility.
Valid Texas driver s license, or obtain one.

Requires standing, sitting, walking, kneeling, twisting, climbing stairs and ladders, and entering plant equipment to access, inspect, or collect data on plant equipment.
Primarily in a power plant environment including working at heights, high/low ambient temperatures and high humidity areas; requires occasional travel to other facilities and for training.
May be required to work around rotating and energized equipment, hazardous materials, and chemicals
Must respond to environmental incidents (provide direction, submit necessary reports remotely, proceed to site during non-normal business hours, etc.).
