_General Purpose_

Direct all environmental, health, and safety (EH&S) programs within the plant to ensure compliance with all applicable Federal, State, and local regulations

_Essential Duties and Responsibilities_

  • Follow safety procedures, enforce safe work practices and maintain a safe work environment.

  • Ensure that plant activity are performed in compliance with applicable governmental rules and regulations, company policies and procedures and accepted industry standards.

  • Interpret and advise personnel on local, state and federal regulatory requirements.

  • Responsible for all aspects of the environmental health and safety regulatory compliance programs including monitoring and control to permit and company compliance standards, maintenance of related records and documents, reports to governing agencies (EPA, CalOSHA/OSHA, CUPA, etc).

  • Responsible for the administration of plant EH&S programs including HazCom, HazWoper, Emergency Response, Injury, and Illness Prevention Plan, Lockout-Tag out (function as the program auditor), NFPA Electrical Safety, Confined Space, Hearing Protection, Respiratory Protection, Personal Protective Equipment, Fire Protection, APM, etc..

  • Initiate accident/incident investigation and provide written reports that include root cause analysis and recommended follow-up actions.

  • Develop, review, and/or revise plant procedures, programs and other documents to maintain adherence to all applicable government regulations and company policy.

  • Develop and implement EH&S programs, and procedures to comply with regulations and Company policies.

  • Review regulatory and Company training requirements and provide recommendations for the annual training schedule.

  • Conduct and/or coordinate EH&S related training classes.

  • Plan, schedule, and track the required individual professional medical certifications including hearing conservation, pulmonary function testing and respirator fit testing.

  • Ensure material purchases are in compliance with applicable EH&S regulations including management of MSDS files and communication.

  • Participate in EH&S audits and assessments including self-assessments, corporate audits and those by a regulatory agency.

  • Review contractor Injury Illness Prevention Program (IIPP) and safety records for inclusion on approved contractor list. Assist with monitoring contractor work for adherence to plant safety standards including job risk analysis of contractor written procedures. Administer contractor orientation to plant safety rules, programs and processes.

  • Participate as a management representative for government agency visits.

  • Maintain a positive company image and constructive relationships with all internal and external customers.

  • Be willing to travel for training and/or company business. This includes travel by automobile and commercial airlines.

  • Perform additional duties supportive of EH&S functions within the plant or other areas as assigned.

_Minimum Requirements_

  • High School Diploma or GED Equivalent

  • Minimum of one year of power generation or other industrial experience

  • Must have a technical understanding of plant operations that relate to environmental compliance

  • Must be able to read, comprehend and implement federal, state, and local regulations

  • Must be proficient in Microsoft Office

  • Must have a valid driver s license

_Preferred Qualifications_

  • Technical (Associates or bachelor s) degree in occupational health and safety, environmental, technical or related discipline, with a solid scientific background in biology, chemistry, physics or related field

  • At least one year of experience in the environmental, health & safety profession


  • Frequent contacts with management, supervisors, corporate and plant personnel to exchange information, coordinate safety audits, plan safety activities and discuss safety problems.

  • Routine contacts with government regulatory agencies to coordinate safety activities, resolve problems, and verify compliance.

_Additional Knowledge, Skills and Abilities_

  • Thorough knowledge of applicable government regulations and codes related to environmental, health and safety management principles for power plant operation and maintenance techniques. General knowledge of auditing, budgeting, and planning techniques.

  • Must possess good planning and organizational skills in order to prioritize and organize multiple technical tasks in a short time and in a high-intensity work environment;

  • Must possess the ability to work independently and take initiative with little direction as well as the ability to interface with all levels of employees inside and outside the company.

  • Excellent verbal and written communication skills required.

  • Must be proficient in Word, Excel, Access, Explorer, Lotus Notes, Mini-computer system design (CEM DAHS), and any other software systems related to environmental, health, and safety.

  • Must possess or be eligible to obtain a valid California driver s license.

_Physical Requirements_

  • Duties require extensive manual dexterity in the use of computer terminal and keyboard while sitting for long periods of time in preparing reports, safety procedures, budgets, schedules, training modules, audit responses, and other reports as needed.

  • Plant equipment may require inspection by the EH&S Specialist by climbing vertical ladders in excess of 20 feet and stairways in excess of 50 feet, using a step stool, kneeling, bending, walking over uneven surfaces such as loose rock, open grating, and up and down staircases.

  • The compartments where certain equipment may be located may exceed temperatures of 130F. Some equipment may be located on surfaces where the temperatures may be as high as 600F.

  • The EH&S Specialist is required to prepare and conduct training, including mentoring individuals one-on-one. While conducting training, the specialist may be required to carry training materials weighing in excess of 25 pounds and to stand for extended periods of time.

  • The EH&S Specialist may be required to work extended periods of time outside normal business hours.


  • Variety of indoor and outdoor work is required.
